The African Tax Administration Forum (ATAF) Women In Tax Network together with the Autoridade Tributária de Moçambique is hosting its second leadership conference which will discuss “The Role of Tax Policy and Leadership In Addressing Gender Inequality in Africa” on 15th February 2023 in Maputo, Mozambique.

Discussions at the conference will centre around the divergent impact of tax policy & leadership decisions on gender, addressing traditional gender roles and stereotypes fuelling gender imbalance.

Participants can look forward to phenomenal women in the tax industry on the continent such as Dr Amélia Muendane, – President of the Board, Mozambique Revenue Authority,; Ms Regina Chinamasa, –  Commissioner General, Zimbabwe Revenue Authority and Ms Chenai Mukumba -– Acting Executive Director and Policy Research, and Advocacy Manager at Tax Justice Network Africa (TJNA) and Mary Baine – Deputy Executive Secretary, ATAF to name a few. The host country’s Secretary of State, Mr Vicente Joaquim and Ms Nyeleti Mondlane, Minister of Gender, Children and Social Action will also deliver opening remarks.

In 1945 the Charter of the United Nations was signed and it was the first international agreement to state the principle of equality between men and women. As recent as 2015, Agenda 2030 for Sustainable Development Goals has Goal 5 to “Achieve gender equality and empower all women and girls”. In line with SDG 5, ATAF in 2021 launched the ATAF Women in Tax Network (AWITN) which brings together Africa’s women working in tax – developing and proposing solutions to Africa’s challenges, to develop, advise on, refine, and implement legislation, policies, and regulations and to ultimately create gender-equal environments.

In 2021 ATAF published a study that delves into gender considerations in the development of tax policies in member countries as a first step towards achieving tax parity across genders.   

The study titled “Are Tax Policies developed to reduce gender inequality in ATAF Member countries”, found that legislated tax regimes which, to a large extent, determine a country’s developmental trajectory, tend to have inherent gender biases that particularly discriminate against women. These gender biases are either explicit referring to specific provisions in tax policies that treat men differently from women clearly disadvantaging women most of the times, or implicit which refers to provisions in tax policies which, much as they don’t clearly spell out different treatment between men and women, impact social, cultural and economic factors that affect men and women differently.

The conference will see women from across Africa gathering to discuss tax policy, leadership and inequality.

The Network was launched with the mission to provide a unique environment for women in tax related fields in Africa to connect, collaborate and develop and raise awareness on the interconnectivity between tax policy and gender equality.
